It looks like they set the scene up pretty safely and the dog wasn't in any real danger of drowning. But the dog obviously didn't understand that, he thought he was just being tossed in a river, so it was probably a pretty shitty experience for the dog.
I don't know if I'd call it "abuse," I don't know if it's illegal, but "cruelty" would be an appropriate word
