Back in the 90s, MLS did not allow tied games. If the game remained tied after extra time, you had a special shootout in which a player received he ball near the midfield and 1v1d against the goalkeeper.

Rules Change - Use big data to determine average corner kick time, goal kick time, etc - Clock is stopped if the team that is ahead or advantaged on it ending in a tie takes longer than average time.
Meaning if a normal corner kick take 18 seconds on average. If the ahead team takes 26 seconds the clock stops at 18 and starts again after 8 seconds.
Basically makes it impossible to take your time to make the game shorter.

Matches would last forever, current games usually have just like 40-50 minutes of actual game. If you were going to stop the clock every singe time the game stops it would probably last 3 to 4 hours (compared to the "schedulingly perfect" current length of almost 2 hours)
