No, not really. Culture is important, and people form cultures based on skin color and commonly segregate themselves and form behavior patterns based on these separations. Race plays a minor role in these behaviors, but it's why raising a black guy in a white home(like Barack Obama) fixes the cultural problems and behavioral problems they have.

The bigger issue is taking the nigger out of the black man. The blueprint isn't really an issue.
