NI numbers can be obtained by anyone legally working in the UK, they don't need to be British. Petitions on the parliament site are open to British citizens too. You don't need to be resident in the UK to be a British citizen.

You do realise that this was debunked a few hours ago. the "explosion" was just an update on the voting stats based on the constituencies. Although it seems to be working now GB has been stuck at 2401768 for A good chunk of the night and thats because of the issues the website has been having.
In other words your stats and this "explosion" have been caused by the system fucking up.
If you want the accurate stats for GB you need to sum up the votes of all constituencies If you want the total vote then combine the amended GB total with the votes from all the other countries.
