I'll try to explain this in a meme way. Their problem is always trading down. Instead of picking a true blue chip prospect, they trade down to acquire picks and end up picking questionable shitters with raw athleticism or something.
Example:

This goes WAY BACK to 2011 when these fucking retards were in position to draft Julio Jones and instead they traded the pick to the Falcons and drafted a bunch of literal whos with what they got in return (Brandon Weeden was probably the most notable player in that group, that should tell you a lot).

Garoppolo's career is far less wasted being Tom Brady's backup than it is being a starter for the Browns.
