He was simply one of the inspired Joker gang members.

She unhinged at the time because her husband was just murdered on their wedding night a few episodes ago by Gordon. She then illegally drugged a witness for Bullock and Gordon to get the truth out of him. She's been in a IDAF mood basically.

The show is a fun watch, dark & goofy, with a lot of wtf moments. But it's touch n go like the young bruce wayne shit just gets boring. Except when Alfred was slapping Selena.

The way the bank manager sighs with relief when it doesn't explode and the fact the joker never uses gas at any other point in the movie indicates it's just a smoke grenade.
