This. You can wish for no New Order suggestions, but this album really takes it to the next level.

This Heat's Deceit has been mentioned already. I'll second that one. Bauhaus (especially In the Flat Field) has always given me Joy Division vibes. Wire would be a good choice, too.

Velvet Underground, maybe? I love the effort, but Joy Division's cover of Sister Ray has nothing on the original (and this is coming from somebody who loves Joy Division and all that they do).

It's alright, but not close to be as good as any of the first three.
