Southern Sweden and most of Latvia is too much for a Greater Finland. Southern Sweden never had Finnic or Sami populations, and Finnic settlement in Latvia was sporadic. There were the Livonians in western Latvia, and there were Estonians (the exclaves of Lutsi and Leivu) and Votes (the Kreevins near Bauska) in eastern Latvia, but those were recent migrants.

No, entire Latvia is Finnic. Riga has always been Livonian and the Curonians were Livonians because they had an alliance with Saaremaa. Not that Saaremaa is Estonian, they are Estonian-speaking ancient Swedes.
