I would think nuclear safety inspectors get more than $12/hr. Home prices are about location. I live in Ohio and you can get colonials for $60k or so in okay neighborhoods, 30k in the more ghetto areas.

He's a safety inspector in a plant that's unsafe throughout. Mr. Burns hired a completely lazy, incompetent guy to be in charge of safety just to get the government off his back.

He's paid a low wage because his job is to do nothing, and thus save Mr Burns from having to pay out the ass to keep the plant safe. This is seen in the episode where Mr Burns sells his plant to the Germans instead of fixing all the safety issues, and then Homer is fired for not doing his job.
