what's the difference between a fullback and a halfback? are they all just running backs now?

Fullbacks are bigger, slower, usually run between the tackles. Often lead through the hole, and block for the halfback.

Were really popular back in the day, still quite heavily used in high school.

You can see a need for them already as there's a few teams that ask some of their TEs to play FB. So all you really need is a batch of FBs with the ability to run routes and catch for the trend to begin.
