What is this magical country you speak of? As far as I know "universal" health care only goes as far as emergencies go (SAPU). Otherwise you have to go with the fonasa system which is barely "universal"

because all the free clinics here have 10+hour wait times to see someone, and no one wants to be forced to pay more for the same amount of healthcare they currently have (although this would affect far less people than most fear, but it still would screw a few million people over)

some states dont want to take funding away from their healthcare system to help another state (whose voters dont matter)
most everyone who works for a health insurance, medical supply company, or hospital employee would be unemployed for at least a year, a good couple % points change overnight, it would cause an instant recession

Actually, we have a fairly low marginal tax rate, so we could actually move over to a single-payer system with a modest increase in taxes. The problem is 1) the health insurance industry, which is huge, would be effectively shut-down overnight, and 2) this would necessitate market intervention by the government to help bring down prices, which would hit the medical industry pretty hard.

The reason why we don't have universal healthcare is strong institutional impetus in our capital system.
