Being social isn't our normal state of mind. It's something we have to "turn on" so to speak.
When I'm in a bus or train etc the last thing on my mind is social interaction. I'm there because I need transportation.
If someone comes up and talk to me I will most likely be annoyed, it's rude. It's ok to ask the time or ask for directions. Go ahead.
