You'd need to bank roll a bunch more franchises to start up a b league that no-one wants to be a part of. You can't build a relegation system from the top league down, it only makes any sense if you're picking the best teams from a much bigger pool of mediocre clubs who are already competing in a bigger pool of mediocre leagues.

relegation is a stupid concept for professional sports, you shouldn't have the team's skill decide which markets have a top team, it should have some amount of parity from the draft.

It's fucking stupid because now you have frequent owner turnover because there's always going to be a shit team since everyone can't be good at the same time and you'll have players that never want to sign with a particular time because their job will be at risk frequently

And considering what it takes to even qualify as an NFL owner, because contrary to popular belief, not just every rich man can just buy a franchise, the owner has to be approved by the other owners as well as the league, now try having to do that every five years when there's only so many millionaires and billionaires out in the world

You can't turn an NFL franchise around in one year retard, not when you have things like free agency, large roster sizes, coaching personnel that can leave at any moment, and the time it takes for players to learn and adapt to a scheme

Just divide the league into 15 premier league teams and 15 relegation teams. 3 divisions of 5 teams each. 2 teams swap leagues each year
