It's a lot of little things. I would take the average American driving over any other country's average person but our culture doesn't translate to a lot of excellence at the very tip top unless it's imported. Driving is a utilitarian neccessary thing here, not a past time or luxury.

That and like someone else said our roads are incredibly straight and dull everywhere outside of some older cities hugging geographic barriers(rivers, etc) because it's about get from point a to b as quickly as possible because the US is sparsely populated

Problem is the testing ban. You simply can't jump from American top racing to European top racing because you'd race on circuits that have never driven on. The testing ban has turned F1 as a whole a lot more Eurocentric. I mean, there are rarely any Super Formula drivers making the jump to F1 anymore.

Formula 2 or bust if you want to race on F1.
