Look at Ronald Reagan: he was a conservative, but he also passed gun control (the statewide open carry ban) and was pro-immigration. Most Californians are slightly to the left of him, like Jerry Brown (who almost ran against him). This is even more true in LA, where politics is run by the AFL and not Willie Brown.

No you don't, most people are politically moderate even in SF and Berkeley. This is because of the ongoing gentrification war, and the increasingly deplorable conditions on BART and Market Street (specifically as it pertains to feces. Everyone in San Mateo and Santa Clara Counties are moderately conservative. The thing is that, by "conservative", they're not Republican. They're centrist DINOs (Democrat-In-Name-Only).
OP have you ever actually lived in SF? The homeless fights on Muni and ACT are a daily event now, to the point where all the locals are in favor of more police and more "conservative" style policies instead of affirmative action.
My point is that politics here is much more centrist than you think, because socialism/racebait garbage is only a thing that happens in 90% white communities (like Portland or Seattle). The Bay Area is more conservative now than it has been in 50 years.
Brown wants you gone because Jefferson is a net financial loss for the state. Look at the new HSR corridor: that's where the tax money is from. Jefferson can eject whenever they want and the state would not give a shit.
However, the only catch is that it has to get on the ballot (ie get about ~380,000 signatures) and 51% of the vote.

All the rural counties are dead weight for Sacramento. That's partially the drive behind CAHSR: it'll cause Fresno, Bakersfield, and Palmdale to build up. Remember that welfare costs are assumed by the federal government, not the state. And the state's main sources of revenues, property taxes and sales taxes, overwhelmingly come from the SF and LA areas. Meanwhile due to the lower amount of taxable assets in rural areas, the state has to pick up the tab for things like Cal-Fire and schools there.
As a result, urban areas make money while rural areas cost money.
There's plenty to hate about Sacramento, but Jefferson has always been an afterthought.
Democrats are Americans, and most Americans are dumb centrists. That's exactly what the average SF resident is. All the crazy liberals live in Berkeley before they move up to Portland.
