This is a good question.
Swedes make up 5% of population in Finland.
There are 300 000 Swedes at maximum.
Only 2 or 3 cities have majority Swedish speakers. Also some very small towns have majority in Swedish.
Still even those places where Finns make up 100% of the population, Swedish will also be an official language together with Finnish. It doesnt make sense.
Only exception to Swedish language rule is in Lapland because in Sami regions the Sami language will rule over Finnish or Swedish. But that doesnt really matter because only 5000 people can speak Sami.

Because we don't make a language official just because people here speak it. How stupid can you be? If we did that then people could just invade Finland en masse and legitimately claim that they as the majority would decide what was finnish. The official languages stand as the decision of what Finland will be, regardless of what the people of today or tomorrow might think. Finnish and Swedish are the languages of Finland. Even if there are only two people who speak them in 200 years, then they will be the only true finns.
