The government didn't prohibit players from transferring. You can search for many players from that era who played outside. Didi, Amarildo, Jair da Costa and many others. He used to play for Portuguesa (a traditional but small team) before he left straight to Internazionale. this is a very important factor to consider. the ball was heavy back then, real heavy. it was made of leather, and you can feel the heaviness in old football videos. imagine playing with a ball like that in the rain, for example. dribbling was way harder, kicking required strenght, etc.
