Here's how to use Twitter, someone screen shot this:
1. Seed round: Search for relevant hash tags, e.g. for #BlackLivesMatter and follow the accounts with 1k+ followers.. Continue searching for "popular" hash tags and follow other large-ish acocunts and retweet popular sounding messages.
2. Develop your own content to build up your own followers. You won't get too many followers with just retweets. Get your content from chans, reddit, etc., doesn't have to be OC.
