The cowboy wears a white hat, so he signifies the forces of good. One theme of Mulholland Drive is that the Hollywood film industry has an evil undercurrent which runs through it. If the cowboy is truly good, he cannot be part of that industry. Hence, Lynch cast Gira, an outsider, to fill that role, further underscoring this premise.
