One of the most well known and respected film reviewers and he criticizes a film like my mom would.

Both are utter shit.

I feel like a lot of movies from the 80s to the late 90s are underrated.

Meanwhile most everything from the "classical" era is overrated.

I remember the film being a bit of a slog, held up only by the score, the cinematography, and Casey Affleck's superb acting. The few scenes post-assassination were better than every scene preceding them.

Rosselini was so humiliated and demeaned by Lynch while shooting that movie that she subsequently married him

It's not a bad criticism, desu. Ebert believes that she was humiliated in the film without purpose -- or that its purpose was lacking. A far cry from what you're thinking which is most likely something like, "Ebert hated the movie 'cause it had boobs." Ebert loved boobs.
