Nigel stepped down as a party of opposition with no power. He has no actual responsibility to run away from, he isn't in government at all. He IS staying as leader of the UK's largest MEP group, UKIP, and has already said he's going to help the negotiations any way he can. Literally this is the best option for UKIP to grow as a third party outside of the EU issue, and leaves Nigel to focus on his life's work, Brexit.

The European leaders, as well as their citizens, seem to be very opinionated on the results of the referendum. I doubt their chances of being more at odds with them hinge on their decision to delay the activation of Article 50 or not, because most people seem to have already made up their minds about Britain.

They are basically saying that the PM's prerogative powers don't include being able to trigger article 50, and that only parliament can.
They do have a leg to stand on with this, but really, it's not legally set in stone. What happens will depend on the PM coming in, if he/she does pull us out without a Parliamentary vote, it will probably set a precedence, and would putting it do a vote.

There's a misconception though, he's only stepping down as a head of UKIP. He will still be a member and helping out, he just isn't going to be the face anymore.
I think this might be good though, he did originally say after the referendum UKIP will undergo a transformation, maybe he is going to try and appeal to a wider audience and steal the voters who originally were impossible to convince to vote UKIP because they hated Nigel.
