It doesn't have its own will. It does have its own agenda, but it didn't determine it. The protomolecule isn't sapient. But it does use sapient tools- the anons saying that it's just the protomocule wearing a miller-mask don't get it- it's Miller reincarnated as a swiss army knife accessory with the boss from hell.
