Well they weren't irrelevant since the formation of the Premier League, even in the 90's and early 00's they were winning FA Cups and League cups, went quite far in the Champions League etc. Basically what a team like Spurs or Arsenal are doing in the last 10 years.

You also need to remember that 2004 isn't a couple of years ago anymore, there are 18 year olds out there who only know Chelsea as one of the top teams in the world.

Winning trophies has nothing to do with the size of the club, unless you are a bandwagoner of a team like Liverpool, Man Utd or Arsenal, those are the only people who cry over Chelsea. You can try to downplay the size of Chelsea as a club all you want but the fact is they have always been popular, they were the first English team to have an average attendance of over 40k and if you look at Chelsea's historical attendance records they were averaging over 30k before WW1. It took Arsenal and Spurs until 1920 to achieve that. In fact the only point in which Chelsea had piss poor attendance was the 1980's, and football as a whole was in a dire state during that decade.
