The novelty of being a mexican champion wasn't far from being paraguayan champion team; it made the news because it wasn't an Ar-Br alone, being from another confederation wasn't that big of a deal compared to being just a regular underdog.
It's not like when they invited MLS teams or asian teams to Copa America, there's an actual cultural connection to mexican teams and the whole "big fish in small pond" is a well known phenomenon, it wasn't just plastic crash grab, there were actual reasons behind mexican teams being on CSF. Mex teams became part of the sudaca conpetiton panorama fairly quick, the only particularity that remained through the years was how far the distances are.
