I find it hard to believe that the two movies filmed back to back still cost twice each what Civil War or Age of Ultron did.

Ever consider that they care more about delivering on the hype they've carefully built over the years? If this movie dazzles everybody then the MCU will be around for another 8 years at least. Call it a smart investment. If they lose a chunk a movie they'll make all of it back and more later.
