Yes but that's called a second hand contract. Which is shit since the original renter raises the rent and can kick you out at anytime.
A first hand contract means you rent from the landlord/company that owns the building.
But you have to queue, gather points and wait before you get an apartment.
There's like 100 people looking at every single apartment so the person with the most points get's to choose first.
