He only recommended "no indictment". The DOJ (i.e. Loretta Lynch) made the actual decision not to indict.
Seeing how Lynch basically said she'd follow the FBI's advice though, a negative performance by Comey in 3.5 hours is VERY likely to set a lot of shit in motion, including a reversal of the DOJ decision.

Comey was forced to publicly released a statement due to Slick Willie talking about golf on Lynch's plane for 39 minutes.
Comey could have released a one line recommendation to The AP or even tweeted his recommendation in this day and age.
