Only a few countries have nuclear weapons. USA, UK, France, China, and Russia are the ones considered 'nuclear states' and are the most dangerous in a war (Russia, USA, China, France, UK in order of numbers iirc). There are couple of countries who have done nuclear tests so could make a bomb. Those are Pakistan, India and North Korea. South Africa also has the ability to make nukes, but joined the NPT after building one (and then dismantling it... at least claimed dismantling, you never know).
So, you're saying that everybody in 2018 has nukes? Cause unless Russia or USA decides they want to cover some other areas, it aint happening.
