We rehabilitate people, rather than punish people. The recidivism rate is low, so we must be doing something right.

Also, Scandinavian prisons are more isolated. And that's a good thing, because in places like the USA, they're in their natural habitat in prison. They're reuniting with their gangs, and don't change for shit, get out, then go right back in.

Thing is that the punishment isn't getting locked up in a small cell, it having no freedom.

Also, the Scandinavian system is meant to make people able to go back into society and having a good life after the crime.

I believe he's on a small island where he potentially could just swim away from, but the thought he has no more freedom is enough of a punishment.

they already did change the law to make it possible quite recently. The idea is that some people are just too dangerous to let them out and so it's to protect society, not to punish or deter criminals. There's also forced mental care aka. the same thing but with shittier fences. IMO the concept makes no sense because the exact same logic could be extended out to just imprisoning people who haven't even committed crimes, as long as they're at risk of doing something

You don't get a retrial for the crime.
You get an evaluation process whether you are fit to join the society again.

In Brazil people are killed in public places for mundane things like snickers bars and bottled water.
In Norway prisoners get a chance to start over, instead of being condemned to a life of crime once they go to prison once.

there is no benefit to punishment
the purpose is to keep the population safe, either by transforming criminals into functional members of society where possible, or by sequestering them when the former is impossible.

It's a fair evaluation to see if the person has been rehabilited, which is the primary goal of the norwegian penal system. By the nature of common sense, he, and no other mass murderer that is judged sane when they commited the crime, is going to be released after one such evalution. Why? Because norwegian judges haven't taken leave of their senses.
