Is this a common conspiracy theory in your country? I've literally never heard this before.

It's pretty common to blame separatists/protesters on either the US or Russia.
Also in general there is this conspiracy theory (that is actually happening) that Russia is pretty much eager to fund any upheaval in Europe, doesn't matter on what side and for what reason. If there is potential for chaos and social unrest, they will see how to fan the flames.
