Many others are reportedly preparing the move if the independence process continues.
But independence may not happen anyway, one of its promoters, Artur Mas (who is being prosecuted for illegally using public money for an independence consultation), just said a few hours ago that "Catalonia is not ready for real independence" (they didn't say that to their followers a few weeks ago, of course)

Since the dawn of democracy, Catalonia has enjoyed special treatment from the central government thanks to empty independence threats, which the Catalan and national governments considered a meme but a valuable tool. On the one hand, Catalan nationalists got money and attention from the central government, on the other hand, the central government got the support they needed in parliament thanks to Catalan nationalist MPs. Mas' successor, C. Puigdemont was, however, the opposite of Mas: instead of a shrewd money-grabber with experience in the political game, Puigdemont is a turbo autist who really believes in the Holy Catalan Motherland. As for the "poorer" red states, the reason why many of them tend to receive more federal funds is because their own governments often run budget surpluses. Thus due to a certain federal law, they're entitled to more federal funds. Though this is but one factor out of many which determine the amount of federal funds received from the Feds.
So to answer your question, the exit of CA and NY wouldn't have too much of a negative impact. In fact, it would be a good thing as the Feds would think twice before spending millions of dollars on something as useless as a petrol station in Afghanistan.
