20/(5*(2*2)) = 1
common core:
(20/5)*(2*2) = 16

Division and multiplication are equal operations, neither gets precedence and which operation is where is irrelevant.

In the op's sentence, you treat the 20/5 as as multiplication by a fraction yielding 20*(1/5)*(2*2). In this way, it doesn't matter if your next step is 4* (4) or 20*(4/5) the answer will always be 16.
