Joker is upstairs looking for bruce wayne with party full of most influential people in gotham fundraising for dent. Theres no escape from the building that doesnt go through batman and army of cops that would be at the front door (bruce went in his safe room and would have triggered or personally alerted authorities).

People would be dead or joker caught or both. Never addressed or mentioned.

And given comic book logic, becoming a villain seeking revenge on the CIA for pushing you out of an airplane nearly guarantees your survival.

I think the fact that we never get to see what's in CIA's pockets is a huge plot hole and completely ruined the film for me.
