Yes it is mandatory to be an E4 after 2 years as long as you do not mess up. If you are decent and they have spots you will usually get waivered up as well.

That depends on whether or not the reserves operate similar to the NG. Promotion to E5 and above is based off of slots (NG), not so much points (AD). But he should've at least been an E4. Everyone makes it to E4.

A typical semi-automatic rifle like the SKS he used is usually capable of between 3-6 minute of angle (MOA) (1-2 mrad) accuracy. A sniper rifle by definition must be capable of >3 MOA (0.3-1 mrad) accuracy.

I have an SKS and putting sights on one would be pretty much useless. It is quite versatile if you have a magazine adapter for 40 rounds, but you can place slam and pull a 10 bullet stripper clip in a few seconds. It also will blow a hole in you way bigger than a AR-15 will.
