It's actually extremely simple. It has nothing to do with personality like some homestuck retards tend to believe.
Cat is easier to maintain. You do have to clean up about it but since they all naturally tend to shit in a box it's not a big problem. No walks required.
Dogs require at least an hour and a half of attention every day.
Russians living in urban areas live in commieblocks. Cat living in a commieblock flat is not a problem. It doesn't have a high space requirements AND since they don't need to be walked living in the 13th floor without an elevator is not a problem.
Dog is a different story. First of all, dogs feel extremely lonely as soon as you live them alone in house/at a flat. They start howling/barking/squealing. It may annoy your neighbours depending on how loud your dog is.
And dogs are high-energy pets. Without sufficient exercise they get fat and develop health problems.
