cats i've adopted from shelters have been genuinely affectionate actually. i think breed plays a massive factor though, a tabby is basically a feral for example.
i got this 7 year old rag doll cat and it will follow you from room to room and sit around you, and especially around the clothesline it's all over you with rubbing and carrying on.
but for real that temperament hasn't been bred into them naturally. and breeding is generally a shitty practice because of the potential defects and whatnot but ragdolls were purely bred for compatibility with humans and everything else was secondary.
