More people use Netflix or stream/torrent/download movies online than go to the cinema. raising the prices of popcorn and movie tickets is actually hurting movie theaters because then potential customers have even less incentive to go out of their house. Also, i'm not an expert in popcorn making but I assume that modern popcorn-making techniques have mad mass-producing them dirt-cheap, so even if you sell them at a lower price, you'll still make more than the cost of production and more people will be willing to buy
