they would reveal that everyone would be 'The One' in the their own matrixes, and instead of being a shared universe like an MMO, the Matrix is actually a single player game where the Protagonist, Pod #X, is always the one, and is put to the same circumstances, same growth with the other Ones.
The machines uses human bodies as some sort of battery, it would make sense to make each and every pod into an action packed dream that would in turn create more electricity compared to having a normal dead end job, it would also fuel human nature at its core - Ego, by becoming the One in their matrixes, that human is more likely to stick with the game until the end.
So instead of a reboot, the twist of the new Matrix is that the protagonist is living his own version of the events that unfold in the original Matrix and that both movies is actually intwined in the fact that it was all a dream, a dream to become the One
it gives humans a false hope, the Matrix is refined over and over again to make it the best simulation a human would want to live at, and by making everyone the center of their own universes, everyone would most likely want to stay.
This is what separates humans from the machines, Emotions, and the machines has realized that the human mind cannot differentiate real life from a dream and will still feel emotion nonetheless, Humans are then introduced to the concept of responsibility and love, and eventually sacrifice, emotions that makes up what it takes to be a human.
it all comes down to the implication that the machines figured this out, and they won

The First Matrix was literally paradise where each individual person were given everything they ever wanted, this proved to be useless to the machines so they scrapped it.
2nd Matrix was the opposite, it was filled with monsters, werewolves, vampires, ghosts(the twins), aliens and all that shit as response to the first, every mythological creature existed in this matrix
