A good amount of episodes really are individual stories with their own buildup and payoff, but because the writers also used them to develope characters and shift their constellations while having them make progress toward accomplishing one objective after another on their road to saving the world it was all tied together into a cohesive narrative.

TL;DR: The writers had an expansive world and a story to tell. Not many other shows pull that combination off successfully, but when it works you get Avatar.
