Your probelms are more along the lines of poor job prospects for young people, being worked to death for low pay relative to hours worked, inability to afford a kid, everyone migrates tk the cities, which are overcrowded and - as a result - raise the cost of living higher than they can afford if they also want to start a family.

Bringing in a bunch of immigrants isn't going to fix shit. They won't follow Japanese customs, many will be stubborn about learning the language (and the Japanese suck at speaking anything but Japanese due to their lack of use for other languages) and will thereby find it hard to intergrate or properly function outside of their immigrant communities, and they don't want to live in inaka, so they'll further crowd up the cities.

You guys need to sort out your work culture, hold your government accountable to do more than nothing to try and help solve the issues that they can help fix, and figure out how to loosen up enough to drive these changes in the first place.
