You get VirtualBox, set up how much space and resources you want your VM to use, and then proceed to install your OS of choice from within that application.
Oh, and just FYI, you don't necessarily have to pay for a VPN - there are free VPNs out there, and there is actually a browser that comes bundled with a VPN - Opera (although I doubt its' security).
