Turning the populace against themselves does not provide long-term stability to their purposes. They also have to manage the ideological aspects of the people to turn them toward an end which fits their purposes. It's all real, and it's basically all for power. Power for its own sake. The smartest people, when they assemble to cultivate power, are doing it to give themselves more options because they realize that they don't know exactly what will be their most beneficial choices in any given circumstance. When they secure total power by undermining the principals and the sovereignty of every nation, they basically get to play God, developing ideologies on their own, pushing them through every society with their complete resource monopoly, and then outlawing opposition to them and then exploiting all instances of resistance thereto to scare the people into doubling down on said ideologies. At that point, all you need is to be able to dream big and the world is your oyster.
