It is possible, but its harder to define the values, and different people will define the values different. This leads to multiculuralism, because sub cultures will evolve. But the most important values are shared.
If you invite cultures from somewhere else, the shared values will not be shared by all the people. This might ruin society.
If you dont like multiculturalism you need some single person, institution to define the values, like the communist countries do.

literally all of the moral teachings of Christianity were espoused by other ideologies before. The only difference was that Christianity introduced the idea of an omnipotent enforcer of those values who would punish you for not observing them which made people adhere to them more.

Generally speaking, religion can be used as a tool to encourage moral behavior, but the problem with religion and "moral behavior" is that there is a difference between moral behavior towards believers and non believers / people of different faith. Religion offers exceptions to an otherwise more or less universally agreed upon concept of moral behavior.
