Yes over the millenia the middle east has been unstable but before removing Saddam it was mostly stable. He could of however stabilized it post Saddam.

His reaction to 9/11 (war in Afghanistan, push for war in Iraq) is a mess that we continue to have to clean up and will do so for decades, to say nothing of the 10+ years of actual war that accomplished nothing and wasted so many American lives.

Even when the wars are finally over, we may never recover from his other actions. He aggressively expanded Presidential power which hasn't been recinded and has again been expanded by Obama.

He dramatically increased the amount of permissible government surveillance and laid foundations for how the government could acceptably act on the internet which was still in its formative years all throughout his presidency.

Rather than having serious debate about electronic surveilance, the 1st/4th amendments, and the internet, he played the terrorism card at every opportunity and used it to trample principled opposition to out of control spying by the NSA, the CIA, and the FBI.

He oversaw the creation of the TSA, a worthless circus that insults and oppresses anyone that travels by air, all while sucking up billions in bloated budgets.
