It's basically like the prison in TDKR where Bane grew up, people can do whatever they want so only the strong survive. The emperor secretly takes the strongest people from Secundus and trains them to be Sardukar.

In the book the only place worse than Secundus is Dune (Arrakis) and because of the conditions the people there had to survive they became even more hardened and better warriors than the Sardukar.

That's basically the rationale behind it.

You can't discount different characters of race/region when it comes to actually battle though, it's a real contributor. Japan invaded China with only half a million troops at the start of WWII and won every battle and took their capital despite being vastly outnumbered at every stage. Some people are just better at war, and some people are just terrible at it.
