That actually seems to be a problem. Wouldn't they actually be happy with more tourism? It would increase income in the area and would lead to a boom in the economy. If anything, a better Cebuano economy would allow them to have more leverage to at least try to negate the "influence" of "Imperial Manila".

The problem with federalism is that it would just make corruption even worse. A better solution is to allow for transparency before doing any development projects in this country. That would make things even harder for corrupt politicians to steal money from the national budget and that would weaken any hold that the corrupt local politicians have in terms of power.
