The Hong Kong pursuit system is based on the growing rate of immigrants. When they divide the use of police force they can create a siege for concentrating a polluted effort in creating more drug force police squads. That in turn allows them to create more useful people in their drug trade.

Hong Kong is special snowflake part of China.
It was an ex British colony and it went back to being part of China in the 90s, but with a few special conditions that gave it much more freedom than the rest of the nation.
They have a different judicial system, an independent form of government, more economic freedom and, in general, a much more western lifestyle. Most people in HK want proper independence, but things have worked out quite well despite still being under partial Chinese rule.

What happened was that the Chinese government tried to infiltrate the HK government to silently and slowly gain more control over the region and start some of the changes that would eliminate all the things that made HK different than the rest of mainland China.
People noticed, didn't like it and started some peaceful protests a few years ago.

This year, the new HK governor (being very close to China) tried to pass a new extradition law so that criminals could be taken to trial in mainland China (which has different laws) instead of staying in HK. This was, according to the protesters, a blatant attempt by China to pass a law that would allow it to get rid of many political opponents.
This sparked all the protests that are still going on, with the ultimate goal of bringing proper independence to HK once and for all.

It's a bit more complex than this, but this is the gist of the situation.

Beijing is scared silly that the disease will spread to HK's sister city (just across the border) Shenzen.
They dropped the extradition law attempt (but it's still active in the legislature) in a ttempt to defuse the situation. I'll bet they regret they ever tried it. It's a surprise that Ms Lam is still running HK without muscle from Beijing.

They are trying to keep the Social Credit System out of Hong Kong.

China already has the social credit system. They use surveillance cameras and AI in the cities and people's smartphones everywhere to monitor their citizen's behavior. Anytime you do something they don't like, like buy a video game (no, seriously), they lower your Social Credit Score, and you get a harder time getting a job, getting into school, getting an apartment, you pay more for government services, you wait longer when waiting for the government to process paperwork, etc.
