Can a chemist explain to me how to do this?
What do the numbers mean?
no I'm not gonna kill people, i just wanna make some cool smoke screens

Not a chemist but they seem to be percentages based on how much mixture you're making. For example the first black smoke screen seems to be 19% magnesium, 60% hexachlorethane, and 21% napthalene. So if you were making 100g of black smoke powder you would need 19g, 60g, and 21g respectively.

they're 'parts'

so lets say a recipe calls for a quart(4 cups)
3 cups blah
5 cups blah
2 cups blah

itd be 4 parts, 3 parts, 5 parts, 2 parts. that can be whatever measurement you want. Its meant for ratios
