To answer my own question, the meaning of the cuts to Metropolis is to symbolize the strength of Superman.
The strength of Superman is the hope of mankind. When Perry extends a helping hand to his dying colleague, it cuts to Superman, he stands tall, looks upwards and launches. Superman's fate is intertwined to man's actions. So long as man has hope, there is Superman.
