The fuck. 1995 Major was a little cynical about being a cyborg, but she was never anti-technology. She knew more than anyone how unimaginably fortunate she was to have that kind of body. The entire premise of the series is that technology can make us better, but there will be kinks along the way that we need to iron out. Not "technology is evil and being a cyborg sucks." Its actually amazing how much the writers misunderstood the series, while also adding innumerable references from the films and show (Batou vs. yakuza bar scene, the all-powerful cyber-terrorist, the name Kuze, Arise red leather outfit, the group-mind monks that is similar to the Solid State Society)

I walked out of Inferno (2016). It's a sequel to The Da Vinci Code and I was bored so I went to the theater. It was a fairly subpar movie but about 60 or 90 minutes in the twist revealed some giant organization staged a whole bunch of shit just to get the main character to do what he did. It was the dumbest fucking plot ever so I left.

Cyberpunk is quite dystopian but if you don't think GitS (1995) is dystopian then I don't know what to tell you. They're not really about "technology is evil and will make our lives worse", they're more like "technology is not a panacea for humanity's problems and will introduce new ones", as opposed to more idealistic sci-fi.

not really desu. The 1995 anime wasn't nearly as grungy as the live-action. The city in the anime was basically Hong Kong with fancy skyscrapers and nice cars. Everything else doesn't look out of place or futuristic in the slightest. And the giant holograms are just too much

cyberpunk isn't fundamentally dystopian or utopian: Western is more about the "punk" side (new technologies will bring a new age of social-political chaos, with rebels fighting against new oppressive structures), and Japan is more about the "cyber" part (new techs will help to fusion humans & machines, in every levels: mental, body, social groups, etc). Western authors have, most of the time, a moralist POV ("society will collapse"); while Japanese authors use an internal POV where the critique is more subtile ("a new society will rise").

To add: and the way cyberpunk vs. post-cyberpunk is defined by post-cyberpunk characters being a part of the system and not outsiders.

to be fair, oshii's movies aren't so much intentionally vague as they're organic to a fault. As the characters will be struggling with the concepts of the story and thus unable to make any clean statements on what they're feeling and dealing with. In the case of gits, the concepts of identity and consciousness are just beyond human cognition without throwing soul copying and completely artificial bodies into the mix.
